We have found that we need to use the road classes and double the speed for highways for the routing engine to prefer highways to normal surface roads.  Our concern is getting ETA's that are skewed.  Does the calculated ETA use the value that was overriden by the road class element or does it use the value specified in the speed field?

It uses overriden values.
